The DNB records a translation by Capell Lofft in 1803 with a title remarkably similar to the above, so the above 1783 work may also be Lofft's translation - BL has no copy of either work so cannot examine the 1803 translation to see if its preface refers to the 1783 translation - can someone with access to both works let us know on this point?
